PM Modi's Digital India project


Taking forward the promise of making India a better-governed place in the world, the Narendra Modi-led Government has approved the Digital India project worth Rs 1 lakh crore. The Project happens to be Prime Minister Narendra Modi’s dream-come-true. It has long been Modi’s dream to serve India via e-governance. The Digital India project aims to ensure that the Government’s services are available to citizens electronically and help people by reducing paperwork.
The best part of this initiative being it will also connect rural regions and remote villages ensuring that they too have high-speed Internet services. According to media reports, the project will be monitored by the Prime Minister himself. The project is expected to be completed by 2019.

Speaking about Narendra Modi’s pet project, Minister of Law and Justice, Ravi Shankar Prasad said, “Today the Cabinet has approved the Digital India initiative of Prime Minister Narendra Modi. The PM had promised to bring everyone under the umbrella of ‘Digital india’. India’s talent plus information technology are India’s tomorrow.” Explaining further, he said that the initiative will comprise projects of all Ministries. The budget of this project will go up to Rs 1 lakh crore. He also said that if the project requires more budget, then the Government will consider it too.

With this ambitious project, villagers will not have to travel long distances to the concerned departments. Things will become easier for both those offering services and the consumer. To make the programme smooth and user-friendly, a Digital India Advisory Group will be formed and will be chaired by the Minister of Communications and IT. There will be an Apex Committee which will be chaired by the Cabinet Secretary and the Expenditure Finance Committee (EFC) or Committee on Non Plan Expenditure (CNE).

The Digital India Project is a better version of the already running National e-Governance Plan. The Digital India Project aims to provide thrust to nine pillars identified as growth areas. These include — broadband highways, mobile connectivity everywhere, public Internet access programme, e-Governance, e-Kranti (which aims to give electronic delivery of services), information for all, electronics manufacturing, IT for jobs and early harvest programmes.

Under this programme, all Central Government Ministries and Departments will come up with their individual projects that can be delivered to public using ICT like health services, education, judicial services etc. The Government will prefer to adopt Public Private Partnerships (PPP) wherever feasible for rolling out Digital India programme.

Apart from existing e-governance projects, the Central Government is also planning to restructure National Informatics Centre which takes care of IT projects in Government departments. The Government will also recruit more Chief Information Officers (CIO) in at least 10 significant Ministries so that various e-Governance projects could be designed, developed and implemented faster.

In fact, the Department of Electronics and IT (DeitY) will create positions within the Department for managing the programme. It will not be incorrect say that making India digitally connected will take it to another level — making Sabka Saath Sabka Vikas a genuine reality.
